Default New racing heads or a Weiand blower?

I am running a Chevy S-10 with a 400 sbc in it. I am going to freshen it up this winter and am trying to decide how to get the best HP for the money spent. I am considering replacing the camel hump heads with some good flowing aluminum racing heads or perhaps keeping the heads and going with a small Weiand blower. Price wise I can only afford one or the other this year. The question is, "Is the money better spent on the blower or the heads?"
This is a bracket race vehicle only, never really sees any street action.

Can anyone help with this?
